Zulene Mayfield founded Chester Residents Concerned for Quality Living in 1992 to fight against what is now one of the nation’s largest trash incinerators, currently owned by Covanta Holding Company, that burns about 3,500 tons of trash daily in the middle of a low income neighborhood of Chester, PA.
